Dear Spring Lake Homeowner,

 The 2008-2009 Board of Directors is proud to announce the changes it has been working on to better the condition of the Spring Lake subdivision for the homeowners! The Board has heard your needs, desires, and suggestions, and as your neighbors would also like to see these changes happen. Yet, after 3 months, we can see why previous boards had difficulties in getting these goals reached. We have found that both the financial and time resources available have proven to be obstacles that prevented progress. Therefore, through many hours of meetings, outside consultation, and research, the Board has found solutions to resolve these issues and help Spring Lake achieve its full potential in 2009 and beyond.

 In 2001, when Spring Lake was established, the developer was in charge of the expenses of the newly erected common grounds. The $100 annual Maintenance Assessment per lot was sufficient for their expenses. As of this fiscal year, the HOA now owns, insures, and maintains these common grounds, with equipment that is no longer new and has been subject to weather, age, and vandalism. As it should be, homeowners additionally wish to see improvements made to the subdivision. Our careful budget analysis, as enclosed, shows that the $100 dues are no longer sufficient to even cover the expenses, let alone maintain the way of life Spring Lake wants and deserves.

In addition, the HOA is an annually elected group of volunteers, not a paid staff, who each year are handed over a nonprofit business to run with over 200 owners (you) and commercial property to maintain and improve. Of those volunteers, most, if not all, may never have had previous business experience, but are in charge of the collection of thousands of dollars, commerical bills, taxes, insurance, and all other facets of running a company. These duties leave little time to address the additional projects that the homeowners wish to see done. Also, recordkeeping from board to board has been a problem further delaying progress. It is for these reasons that the current Board has recognized a strong need for professional guidance and assistance for board members. This company would help deal with the business and legal aspects of running a nonprofit company that the average volunteer may not understand. It would also assist in handling all the time consuming details of dues collections, correspondence, bills, and other issues that take the Board’s attention away from the improvements and restrictions that the homeowners truly care about. More details about the management company are enclosed for you as well.

Therefore, in order to move Spring Lake forward, to cover current expenses, and to fund needed and wanted improvements, the Board has decided to increase the annual Maintenance Assessment against each lot to $250. The proposed use of these funds is detailed in the enclosed 2008-2009 Budget. Included in this budget are specific projects to complete the signage in the neighborhood, to repair the fountain lights, and to increase security improvements.

Please take a moment to review the enclosed information. In these pages, you will find the budget with the current $100 dues and the new 2008-2009 budget with the new dues. Also, you will find details and information on the property management company. If you have any questions about the dues increase that will take effect for the annual Maintenance Assessment due June 30, 2009 or the management company that you would like answered before the meeting, please contact the Board at splake@SpringLakeWalker.com.

As there are over 200 residents, we ask that those who can email the Board, please do, since taking large volumes of calls will not only be impossible, but costly to the HOA.
